Don't think he'd win. Although I doubt they would fine him, he'd just get ordered by court to remove it. The dvla own all reg numbers even though you think you are buying them. All you are doing is paying for the priviledge of displaying a certain plate. They're in their rights to demand it back at any time if they have a valid reason.

Now that is bo11lux isn't it!!
